Alhaji Baba Shettima Arfo was born on 31st March, 1951. He hails from Bama Local Government Area of Borno State. He attended Bama Central Primary School between 1958 and 1961 and Bama Boarding Senior P. School from 1962 to 1964 where he obtained his Primary School Leaving Certificate.

He attended Government Secondary School, Maiduguri (now Government College) where he obtained the West African School Certificate (WASC) ‘O’ Level and the Advanced Level certificate. He later proceeded to the Ahmadu Bello University (ABU), Zaria and obtained his Bachelor of Art (BA) degree. In 2000, Baba Arfo also attended the Institute for Policy and Strategic Studies, Kuru, Jos.

Before his appointment as National Commissioner, Baba Shettima Arfo had at various times, served as Permanent Secretary in the Ministries of Information, Education, Health, Commerce and Establishment in Bornu State.

He was one time Secretary and Head of Service to the Bornu state Government.  He also served as Permanent Secretary, Cabinet Affairs. He was a Director, Planning Research and Statistics, Ministry of Agriculture and later as Director of Personnel Management, Ministry of Education.

During his years in serve, he served as Deputy Chief Inspector of Education, Borno State and as a Lecturer, Borno State College of Basic Studies, Maiduguri.

Baba Shettima Arfo (mni) is happily married with children.
